
Project Management Specialist - Baylor College of Medicine Children's Foundation
Job Summary
To review and monitor the implementation of Baylor Foundation Uganda objectives for pediatric, adolescent and adult HIV, TB prevention, care, treatment and support, in alignment with current MoH guidelines to improve district and health facility service programs for HV and TB.
Overall Responsibilities
- Prepare and monitor the implementation of a consolidated and harmonized cluster periodic work plan and budgets, including capacity building plans, for all projects, as well as their integration into district and health facility periodic strategic and developmental plans and budgets, in line with Baylor-Uganda mandate.
- Develop implementation strategies and systems for strengthening districts, health facilities and communities capacity to improve pediatric, adolescent and adult TB/HIV services along the continuum of prevention, care, treatment and support, through Continuous Quality Improvement and person-centered care, context-specific integrated service delivery for improved individual health outcomes.
- Develop and maintain strategic partnerships and networks with district and community key stakeholders and other partner organizations involved in HIV/STI/TB surveillance programs, and advocate for comprehensive, relevant and harmonized interventions through district led programming.
- Provide technical support to key stakeholders in the implementation of strategies for community-led mobilization, delivery and monitoring of HIV/TB prevention, care, and support, with improved access through demand creation, bi-directional linkage and referral systems, and retention for improved health outcomes.
- Provide technical support in human resources management as well as conduct supervisory HR and administrative support activities to maintain a competent, motivated and accountable cluster and HRH team, in line with Uganda employment act and Baylor-Uganda Human resources manual.
- Build capacity of sub-grantees within the districts and communities, by participation in joint planning, budgeting, and monitoring implementation of sub-grantee work plans and budgets to support compliance to Baylor-Uganda grants policies.
- Use robust strategic information systems to develop cluster learning agenda through participation in site assessments (SQA/DQA/RCA), prioritizing learning questions and interventions, and dissemination of best practices, innovations, success stories, abstracts, and evidence-based strategies in regular project reports, presentation and meetings, including conferences.
Required Qualification, Experience and Competencies:
- Master of Public Health or related public health policy management course.
- MBChB and registered with the Uganda Medical and Dental Practitioners Council.
- 5 years of relevant experience with at least 3 years at a supervisory level.
